Each rate reads one way and one way only: units of that currency per one of your base. One USD buys 0.87696 EUR. Multiply, don't divide, don't wonder which way round it goes. Flip the base and you flip the maths — ask for EUR and you get euros-to-everything instead.

name is there so you don't need a lookup table to print "Japanese Yen" next to JPY. It's three words that would otherwise be a hardcoded dictionary in your project, out of date the first time a currency gets renamed.

Where these numbers come from, and what that means. These are the European Central Bank's daily reference rates — the same ones central banks, accountants and auditors quote. The ECB publishes them once each business day, around 4pm Central European Time, and asOfDate tells you which day's set you're holding. That's not a live trading feed and it isn't trying to be. It's the rate you put on an invoice, a pricing page, an expense report, or a receipt — a number with an institution behind it that anyone can go and check. No weekend or holiday publication, so a Sunday call returns Friday's set, honestly dated.
